There isn't going to be one.
We are instead doing rookie FA, which simply means rookies will be in the FA pool with a max of $8.9m 4 years 10%. For many more details see here. Additionally, on 1 PM October 27th I will review any bids PM from a GM that includes the word "review" in the title and let them know if any bids are illegal. I do not anticipate this being offered going forward. The day after the playoffs will otherwise be an off day and FA bids are still due two days after the playoffs: 1 PM October 28th.
The rules will not be altered between now and FA. However, I am aware that people have lots of thoughts that we will consider for implementation next year.

The rookies for FA are up.
There are five players in this class who are hidden gems.
If a hidden gem receives a lab upgrade of at least +10, they will receive a one-time bonus +10 for free that does not count against GM yearly or player career caps, but cannot surpass attribute limits. The reply to the lab post will notify that the player is a hidden gem even if the GM did not list enough applicable options for any part of the upgrade to apply. A GM who performs tier 2 potential, tier 3, or tier 4 scouting on a hidden gem will have that status revealed in the response.

Draft scouting must be purchased before 8 PM October 27th.
tier 1 - 5000 - the attribute total of the player
tier 2 - 10000 - the attribute breakdown of a given grade (Inside, Outside, etc.) in letter form (A = 81-100, B = 61-80, etc.)
tier 3 - 15000 - all attributes in letter form
tier 4 - 25000 - all attributes exactly
private workout - 20000 - the rank of two (+5000 for each additional participant) players in all attributes
stats - 20000 - the following aggregate per-36 stats from the season run three times test sim - only profile players can use this tier
GMs who purchase a tier of scouting can purchase the next tier of scouting on the same player for only the difference in price. Example: a GM purchases tier 2 on Kevin Durant for 10k. It only costs them 5k to purchase tier 3. Stats scouting and private workouts are not applicable.
Since we have so many profile players this year, not every profile player got their own team as usually occurs. The following duos were teammates, and were all starters at their own positions:
