I believe Odin said in shout (correct me if I am misremembering please @odin) that if a CG is PG eligible (B+ handling grade) for 5 consecutive seasons, they will become PG eligible regardless of whether their handling grade drops below B+.
Example:
Colin Sexton is a CG. His GM pays for a passing upgrade to get him to B+ handling. He is B+ handling for the 2000, 2001, 2002, 2003, and 2004 seasons. In 2005 his handling grade drops to B. He is still PG eligible because he is a CG that had B+ handling for 5 consecutive seasons.
Suggested clarification:
The CG needs to have B+ handling for a portion of the relevant season for the season to count towards the 5 consecutive seasons exception.
Example:
Colin Sexton is a CG. His GM pays for a passing upgrade to get him to B+ handling. He is B+ handling for the 2000, 2001, and 2002 seasons. In the 2003 TC, he drops to B handling. Because his GM doesn't have funds immediately available after TC, Sexton is at B handling for Sim 1 of the regular season. Sexton is NOT PG eligible for Sim 1 because his handling is B and he had not been PG eligible for 5+ seasons. After sim 1, his GM pays for a passing upgrade to bring his handling grade to B+. He becomes PG eligible for the remainder of the 2003 season. Sexton remains at B+ handling for 2004.
Conclusion:
Because Sexton had B+ handling for a portion of the 2003 season, that season counts towards his 5 consecutive seasons of B+ handling. Therefore Sexton fulfills the exception to the "CGs need B+ handling grade to start at PG" rule because he has had a B+ handling grade for 5 consecutive seasons.
