The proposal: No more deficit spending. If you don't have it, you don't get to spend it. That means any trades, upgrades, etc. that include bucks/won/units of any sort must be in your bank AT THE TIME OF THE TRANSACTION. It has always been silly that we allow people to spend what they don't have.
