Looks grim in the pre-season, y'all. CP3 is at the top now, but even his top spot seems like it could be bested if someone wants to step up and take it. 3-8 are a real crapshoot.
Pre-Season
1. Chris Paul - Chicago Bulls 2nd is P/TSA, 1st in PER, good at most everything... but TOs are a little higher than you would like. If they stay at that level this #1 ranking will be tenuous.
2. Joey Graham - Charlotte Hornets 1st in P/TSA on a strong volume, especially for a rookie wing. Rebounding is elite for a wing. Has some promise.
3. Marvin Williams - Chicago Bulls Here's where the are some real real warts for every good thing for each player going forward. Marvin scores well, rebounds well, and is decently efficient. His defensive numbers are disappointing.
4. Ronny Turiaf - Phoenix Suns Good enough scoring volume, rebounding, and P/TSA to be in the Top 8... but his defensive numbers and low TOs get him this spot right now. Tied for the lead in blocks/36 among rooks. Needs more minutes going forward.
5. Wayne Simien - Spirits of St. Louis Great scoring and rebounding volume, and that's about it.
6. Andray Blatche - Dallas Mavericks Best overall defensive numbers among rookies... and that's really about it. Rebounding isn't bad. Really needs to get his efficiency in order. Low TOs is a good thing.
7. Amir Johnson - Phoenix Suns Strong defender, volume is so-so.
8. Andrew Bogut - Tri-Cities Blackhawks Very good volume, but rebounding isn't amazing. Low TOs... really bad defensive stats.

Points: Raymond Felton - Detroit Pistons Deron Williams - Orlando Magic Nate Robinson - Charlotte Bobcats
Wings: Lou Williams - Charlotte Hornets

I’m very OK with 1.8 bleals per 36 as a 19 year old for Marvin.
CP3’s turnovers, however, I am concerned about.

Day 40 UpdateYuck. 1. Marvin Williams - Chicago Bulls (previous: 3)Leader among rookies in P/TSA by a country mile, 2nd in PER, and giving very solid volume scoring and rebounding. 2. Chris Paul - Chicago Bulls (previous: 1)A:TO ratio has improved slightly since pre-season, but shooting has dropped off pretty sharply across the board, which explains the drop in scoring volume. 3. Andrew Bynum - Denver Nuggets (previous: NR)P/TSA is lackluster and needs to improve, but his volume across the board is fantastic. Best rebounder in the class and some of the best defensive numbers. 4. Andrew Bogut - Anaheim Amigos (previous: 8)1st in PER, tied for 3rd in rebounding, Bogut lands just ahead of Gortat because of the added passing dimension, as he's averaging 4.6 A/p36. Not a good defender. 5. Marcin Gortat - Washington Bullets (previous: HM)Almost identical to Bogut, except without the assists. 6. Lou Williams - Charlotte Hornets (previous: HM)Not a whole lot to go on, given his low minutes... but I really want to see more of him. His TOs/36 are miniscule and his P/TSA are pretty good. Volume is very solid for a rookie wing. 7. Joey Graham - Charlotte Hornets (previous: 2)A big drop-off from his pre-season performance, but still good enough to be on the ladder. P/TSA is still good and volume is OK. TOs are still low. 8. Andray Blatche - Pittsburgh Condors (previous: 6)Still the best defensive stats among rookies, rebounding and scoring volume are both good... but P/TSA is pretty crappy. TOs lower than all non-Hornets on the ladder.

Day 80 UpdateY'all this class is so bad. They are doo doo. #s 4 thru 8 here would probably all be HM in other years and honestly the order for 5-8 is basically drawing names out of a hat right now. 1. Marvin Williams - Chicago Bulls (previous: 1)Pretty easily #1 here, which is more of an indictment on everyone else. 1st in P/TSA, 2nd in PER among rookies. Continuing along at a nice clip in most areas for Marv. 2. Andrew Bogut - Anaheim Amigos (previous: 4)1st in PER, nudges ahead of CP3 because of his volume in scoring and rebounding. Still defensively very weak. 3. Chris Paul - Chicago Bulls (previous: 2)%s stay juuuust low enough to cause him to drop a spot. Rebounding is really ugly. Bright side: TOs continue to come down over the course of the season. 4. Marcin Gortat - Washington Bullets (previous: 5)Volume decent, defensive numbers good, P/TSA keeps getting a skotch better. 5. Andrew Bynum - Denver Nuggets (previous: 3)Still not efficient at all, but leads all rookies in rebounding and his defensive numbers look pretty decent. 6. Andray Blatche - Pittsburgh Condors (previous: 8)Still the best defensive big in the class, leads all rookies in shot blocking, low TOs... not much else. 7. Curious if you have the data handy and if it'd be easy for you to do some pts/tsa, PER, and/or per-36 comparisons to previous years to see how poorly this class actually compares?

P/TSA is the big stat for sure. In past years there were far more players over 1.00 p/tsa and far more players over 1.10 p/tsa. There were often 20-25 players 1.0 or higher in the past, right now there are 9 (throwing out the guys who have barely played in any games).
Using P/TSA, total players at 1.0 or higher:
2040 (currently): 9 2039 (end of season): 18
2038 (end of season): 18 2037 (end of season): 20 2036 (end of season): 14

Garnett and Tarlac would still be 1/2 on a combined ladder... this years top 3 at 3-5, then the rest. The Top 3 are fine this year, not elite, but fine. Once you get past those 3 though... gross. Gortat would be below all of the 39 ladder except for maybe Junior Burrough.

Rookie Ladder - Day 120/Final1. Marvin Williams - Chicago Bulls (previous: 1)1st in P/TSA, 2nd in PER, 2nd in scoring volume, 2nd in rebounding volume... run away winner honestly. The rest of the class was fairly disappointing. 2. Andrew Bogut - Anaheim Amigos (previous: 2)1st in PER and scoring volume, decent enough D/R stats. Narrowly edges CP3 for the 2nd spot. 3. Chris Paul - Chicago Bulls (previous: 3)CP finishes 3. Carried a heavy burden for a title contender... and it showed. His FG% (and P/TSA) declined with each Ladder update. 4. Marcin Gortat - Washington Bullets (previous: 4)Solid production across the board, but nothing elite. 5. Andrew Bynum - Cleveland Cavaliers (previous: 5)Good volume across the board for a rookie... really needs to become more efficient. Neither his FG or FT % is quality... but he loves to shoot and you can't teach that. 6. Lou Williams - Charlotte Hornets (previous: 7)He needs to get his volume up, badly... if he does he could be a useful spark plug for sure. Low TOs are divine, rebounding isn't bad for his stature. 7. Andray Blatche - Pittsburgh Condors (previous: 6) Best shot blocker in the class by a wide margin. Scoring volume isn't bad and unlike other bigs, his P/TSA isn't being held down by FT%, but rather by FG%. Could become very playable if he gets more +Inside. 8. Wayne Simien - Spirits of St. Louis (previous: HM)Back on the Ladders for the 1st time since the pre-season. Simien is a slightly better offensive player than Gortat, but turns it over more and his defensive stats are not appealing. He can play, though. Honorable Mentions: Points: Travis Diener - Miami Floridians Will Bynum - Phoenix Suns
Wings: Joey Graham - Charlotte Hornets Luther Head - Spirits of St. Louis

For defense, looking at blocks, total players in their rookie year who finished with 1.3 blocks/36 or better:
