if theres no more camps we're only increasing total upgrades by 5 and that will have minimal impact

I like the idea of modifiers
Tier 1 Upgrades - x1.5 Inside Jumper Blocks
Tier 2 Upgrades - x1 Strength Handling Threes O/D Rebounding
Tier 3 Upgrades - x.75 Everything else
Step 1 - x1 First 15 in any category
Step 2 - x2 Second 15 in any category
Step 3 - x3 Last 10 in any category 40 point total for each player, no more offseason camps No player can get more than 20 points in one seasonStill have shot-blocking caps by position, jumper cap at 85, and I’d suggest an inside cap for bigs at 90, SF at 85, then the SG and PG ones we already have

With no draft picks, cap will be new currency needed to acquire rookies, won't be guaranteed like a pick but you at least get a seat at the table. Everyone will want soft cap.
I think a must in a Rookie FA is no more salary restrictions on trades. Trading cap space for a good player makes sense for both teams, and theoretically the team getting the better player should be the one taking on the (long term) cap, a la trading away their ability to bid on a Rookie with top dollar in FA.
I think lifting the restriction will result in a more balanced situation by simultaneously creating a currency to replace picks while in exchange prevent the "rich from getting richer" situation we've seen with wheel based draft picks.
Of course there could be gems on cheap deals that still result in unbalanced trades, but I think those would be less obvious at first glance, and they won't be the LBJ's or TMac's of the league.

Not a fan at all of tiered upgrades, that will put too much emphasis on the need for excess pennies for player development, I think we need to keep that at a relatively mild level to keep league interest high. I understand we want to reward more active gms, but over incentivizing the need for pennies to be able to fully develop your players would only widen the gap between the haves and have not's.

I believe Fair Market Value will weed this scenario out I can almost guarantee Oscar won't go for 5 mil this year. And if it's a 17 mil contract or something around that, then that's a lot of cap to take on when you consider one's soft cap will be the currency to acquire rookies. And a gm is only really doing that to improve an already good team, so it accomplishes the goal of limiting rich get richer in terms of acquiring future young stars. I don't think the draft system will ever eliminate teams selling good players to already good teams, no matter the currency that market flow will occur. I think using a currency that directly correlates to a fair shot of acquiring the next generation of talent is a positive.

eric said ABA only careers are OK, so I would assume that would apply to the D/G League

since i'm going to be running a test sim anyway, how do people feel about allowing scouting for creation draft
it would necessarily slow it down, and we would probably have some kind of per-gm limit beyond $$$
