Discussed just now in shout, the current rule is that a bid on a forfeited draft pick is first come first serve. The proposal is:
-bid must stand for ten minutes
-new bids must be at least 500 pig pennies or 10% higher (if more than 500)
-the high bid at the expiration of the original team's timer wins
