Every GM who sends a list will get 2000 pig pennies per first round pick made from it and 1000 per second round. (same as old rule)
This includes cases where a GM posts the pick that would have been made from a list before the commissioner does.
The draft timer starts 10 AM the day after the playoffs, or 1 PM if on a weekend.
In the first round the timer is 1 hour. In the second round the timer is 30 minutes.

i feel like this approach to the draft timer worked well this year, so we'll stick with it for awhile. given that we have wheel now my feeling is that people will have plenty of time to do trade talks during the season since they know exactly where their picks will be. if we get through the next draft and people still feel they could use more time during the draft, we can revisit it then.
