GMs can send any player on a rookie draft deal to their minor league affiliate.
If a GM sends down enough players to bring them below 12 players, they will be fined 1000 bucks per excess player sent.
Additionally, the commissioner will decide which players are actually sent down.
While in the minor league players will not count towards the major league hard cap.
GMs must have sufficient hard cap room and roster space to call a player up.
Transfers will be allowed on sims 2, 5, and 9.
Players drafted in the second or third round of the most recent draft can be sent down before FA day 1.
Players can be brought up after FA day 4 is processed.

okay a couple new rules
post players with first and last name
teams cannot send down a player if that will leave them with less than 12, or call up a player if that makes more than 15
if a team tries to send down too many i will decide who goes down and going forward the team will be fined 1000 dump bucks per extra player sent
