mike raises some good points
here's what we're going to do
starting with the 2017 draft we will use the software version of the weighted lotto
if there has been no improvement in # of GMs in the league by the 2022 draft, we will go back to unweighted lotto

also, for as long as the league has a weighted lotto we will be reimplementing anti-tanking rules
i'm probably just gonna go with what we had in 4.0 but as always i'm open to suggestions
