Fractional titles are awarded based on how good a playoff team is relative to the others that year.
-For example, the 2000 Hawks and Grizzlies were both 56 win teams, but since the Grizzlies were likely to face the 66 win Rockets and one of the 62 win Clippers and 61 win Spurs they only had a .084 shot at the title, while the Hawks who were only looking up at the 58 win Knicks in their conference had a .105.
I took all the players who played playoff minutes for each team (so if a player was injured the whole playoffs or traded before them they automatically get zero), multiplied each by their regular season win shares per minute with that team (so if a player generated negative win shares they would also generate negative fractional titles), then calculated how much each player contributed to the team total, then multiplied that by the team fractional title to assign player fractional titles.
-Returning to 2000, Elvis Delle Donne put up 14 Win Shares for the Hawks while the great Stephon Templeton put up a league leading 19 for the Grizzlies, but since the Hawks had such a better shot at the title they both ended up with .022 player fractional titles. Meanwhile, Moderately Valuable Player Brain Winter had a Win Share value in between the two with 16, but since the Rockets were runaway favorites he managed .075 player fractional titles.

The evolution of the Rockets is shown pretty clearly here imo. Early on in 5.0 they were a juggernaut, but since Brain was so friggin' good anyway he still put up a huge share of his team's fracs in 2001. By 2007 it was Brain and a membrane, so he was able to produce a much higher team share with a much lower amount of personal fracs.

I was shocked how low Neon was and how high Clarence was. Everyone else ended up about where I expected though.
