deadlines for changes are 30 minutes before any given sim as measured by the proboards timestamp on the post
example: if sim is scheduled to go up at 1, you have until 12:30 to submit changes that will be applied that sim
exception: during the playoffs this is reduced to 10 minutes

rules state rookie options can only be declined between end of regular season and end of draft. i think that's a good rule. it will be enforced going forwards.
you will not be able to decline an option during the year.

the specific medium of the communication does not matter: posts, PMs, texts, emails, and any other communication of any kind must be received 30 minutes before sim is scheduled

"Teams may also offer any unused exception they have to a free agent during the season." now reads "Teams may also offer any unused exception they have to a free agent during the season, regardless of being over the soft cap."

Starting next season, there will no longer be a thread specifically for post-TC signings. Each season will have its own thread, titled "20XX: Signings and Cuts". It will be posted around the same time as the draft thread for that year. Here is the blurb that should be included in every season's thread to avoid confusion:
Cuts may be posted at any point - note in the thread if the cut is a free cut of a second round pick in that year's draft. No signings will be valid until 8 PM following this season's TC. Teams at or above 12 players on their roster must wait one hour after their last signing, if any, or that signing will be invalid.
If team A signs a player at 5 PM and team B signs the same player at 8:01 PM, team B will receive the player. If team C has six players and signs seven at 8:01, then team D that has twelve players signs the seventh player at 8:02, team D will receive the seventh player.
