no buying height/weight. the yearly +5 to 25 or under and +1 to teenager still exist
cuts of players with at least $10m total contract value, amnesties, and buyouts will go through a 24 hour waiver wire starting from the commissioner post any team besides the original team can submit a claim to take on the contract, so long as they have hard cap space to do so and are capable of signing a free agent. the team with the lowest winning % at the end of the wire will get the player. if tied, previous seasons will be considered until the tie is broken. if the player is successfully signed by another team, the original team receives no cut salary. if not, they are treated as any other free agent.
only winning a title lets a player exceed their +25 lifetime cap
draft rewards are 1000 for picking within 30 minutes of clock time or real time and 500 for picking within 2 hours of clock time or real time. for purposes of this reward, forfeiting counts as picking, but i'll be really disappointed in you.

clarifying an area of confusion
the last time upgrades will be run before sim 1 are playoff sim 1 of the preceding year therefore, upgrades posted after playoff sim 1 will be counted toward the following year for purposes of a GM's yearly cap
examples you sign a player in 2009 FA - upgrading that player uses your 2009 cap you draft a player in the 2005 draft - upgrading that player uses your 2005 cap you trade for a player before the 2008 post-TC signings thread is open - upgrading that player uses your 2008 cap you sign a player after 2004 sim 4 - upgrading that player uses your 2004 cap
