Since I love all of you so much, I decided to do both Rookie TC and a standout from each team since the vote was pretty even.
Rookies
1. Carolina Cougars - Chris Webber PF 6'10'' 260 20
A- D+ C- C B- B

Even
No change for C-Webb at 1.1. He also didn’t play in preseason because HT put him on IR for some reason. Should be a really interesting prospect so I’m disappointed we may not get to see much of him for a couple seasons. Profile indicates some elite offensive potential and really bad defense.
9. Washington Bullets - Penny Hardaway PG 6'7'' 200 21

Really like that Penny jumped to A outside before even playing a game. He received over 30 mpg in preseason but only averaged 11ppg, so he’s a definite +25 inside candidate. His turnovers are also pretty dang low, though I think he played SG during preseason. Rebounds are weak for a shooting guard and those turnovers might get to the 2.5+ range if he plays point guard if Dajuan Wagner taught us anything. Penny’s got some holes, but with some TC luck could be decent.
10. Chicago Bulls (from Knicks) - Gheorghe Mursesan C 7'7'' 319 23

Not much to see here. I drafted Muresan due to the enticing size, B inside grade, and profile strength of “Strength”. If his strength is high, my hope is that I can boost his inside and he’ll be a solid inside scoring option. Some natural blocking/rebounding growth could mean he’s a player, though he’ll need the TOs to go down a bit as well.
12. Denver Nuggets (from Raptors) - Allan Houston SG 6'6'' 200 22

Really nice initial TC for Houston, improving in two very important categories. Houston averaged 6.5 rebounds per 36 in his first preseason, and showed some really nice outside acumen. +25 inside and he’s got some solid shooting guard potential.

Add BK to yet another person’s hit list after BK effed Delap in the A by picking his favorite player of all time and then putting him on IR. The best rookie TC of any player didn’t play a minute in preseason so we’re not quite sure if the huge TC means anything yet.
17. Dallas Mavericks (from Trailblazers) - Isaiah Rider SG 6'5'' 215 22

Ouch. Rider was almost the pick for me instead of Muresan but his “strength” of passing and weakness of handling, matched with a B handling grade, told me this dude is going to turn it over a lot. But after preseason, in which he only averaged about 1.5 TOs per 36, maybe that won’t make him totally unplayable. However, he doesn’t appear to be a great rebounder or scorer, so his ceiling is probably pretty low.

Another point guard with a nice training camp, Nick the Quick also had a really nice preseason, winning two ROTM awards. I doubt we see many rookies get playing time at all this year, but Van Exel may be in line for ROTY since he might at least get backup minutes behind McCallum. Only 1.8 turnovers per game and better rebounding than I would have expected give me high hopes for Van Exel.

Hurley looks like he could be a very interesting player after a nice rookie TC. Free throws were subpar during preseason but threes and overall efficiency, combined with a lack of turnovers, looked really nice. Rebounds are unimpressive if you’re into that kind of thing in your point guards.

The “perfect” point guard build with 5 inside scoring went +2 in two very important categories and still has +25 to plug in to his inside. Scott put up great percentages in preseason, but I’m not sure he’ll play anytime soon with Shamorie and Zaslofsky ahead of him on the depth chart. Both of those guys are aging though so Ward has his PG of the future. Honorable mention to Steve Smith, who also went +2 in preseason and has +25 left.

The biggest hole in last year’s ROTY’s game was his rebounding and that appears to get fixed in one swift TC. In preseason he averaged almost 12 rebounds per 36, which would make him one of the league’s best in that category. Real solid contraction pickup for Odin.
Orlando Magic - Guy Beahm

Looks like Beahm may be nearing the end. He wasn’t great in preseason and is no longer a scoring option for the Magic after they grabbed Champ Godbolt and Isaac Bonga in contraction.

There really wasn’t much to see for the Bullets. Some slight decreases from all Gragg and Jay Williams and no real growth outside of Penny.

The biggest changes among Hornets players, their starting point guard had a rough TC, though it probably won’t matter much in the grand scheme of things since they have four other all-star caliber players. However, in a more competitive league, I wouldn’t be shocked to see one weak position on a good team be their downfall.

Los Angeles Lakers - Qyntel Woods

There really wasn’t much to see here for the Lakers. Kareem, Qyntel, and Fox will form one of the best trios in the league for the next six or seven years, assuming SPL holds on to all three. His team could get interesting after this season, however, when he’ll surely need to sign Kareem to a max. He has the expiring contracts so it’s certainly possible, but once that max hits it’ll be tougher to fill out the rest of the roster.
