discussed in shout just now, we're considering going to two change periods a year
the traditional sim 8 to apply in the offseason one
and another announcement window on sim 2 (maybe?) for rule changes to apply after sim 6 (maybe?)
i recognize people have very recently expressed concern with when rule changes are announced and apply so i wanted to get broader feedback before we make a decision on it
