since minor league roster moves cannot be made until sim 2, any signing in the Signings and Cuts thread processed on a sim before then will be binding. on sims where both are processed, timestamps will be controlling

there is no version of second/third round immediate demotions

scouting can be performed by a GM on any rookie signed to their team until preseason is simmed

whether the scouting report is returned before or after TC, it will only contain pre-TC values
