I wouldn't say it promotes tanking so much as it makes cap space a more important asset and introduces the opportunity for people to shed good players because they are seeking cap space as an asset while actually not getting any true return
That was a thing I hated about team performance being tied to draft capitol because then people made trades "to make my own picks better" so in their own minds making their team worse was an asset they acquired in a trade.
So good players got moved in baffling trades.
