I'm assuming you'd get the teams bank when you get the team? Ian has been selling their assets for bucks for awhile now, and would need to use them to upgrade players etc

If a GM wants to change teams, they shouldn't be looking at the "current owner's" bank account.

Only thing that makes sense:
A GM's bank follows them to a new team (20k lighter). The formerly vacant team's bank is transferred to the newly vacant team.
